PRESS STATEMENT ON RECENT DEVELOPMENT OF AFFAIRS IN NGORONGORO

  

The Tanzania Human Rights Defenders Coalition (THRDC) has hailed bold steps taken by the President of the United Republic of Tanzania Dr Samia Suluhu Hassan to address the pressing challenges facing the residents of Ngorongoro and Loliondo divisions.

 The move comes after President Samia’s decision on Sunday to form two commissions to investigate and provide recommendations on  best way to resolve long-standing land disputes in Ngorongoro division and manage the implementation of the voluntary resettlement program from the Ngorongoro Conservation Area.

Addressing traditional leaders of the Maasai  community(Laigwanani) living in the Ngorongoro area, who attend a meeting  at Arusha State Lodge President Samia said the government will strengthen the operational performance of the Ngorongoro Conservation Area Authority (NCAA) to improve relations with the local community.

She also emphasized the importance of proper community involvement in the planning and implementation of development projects affecting their areas.


 THRDC National Coordinator, Onesmo Olengurumwa, welcomed the President’s initiative to engage directly with local communities and establish the commissions to tackle critical issues  in the area. It should be remembered that a couple of weeks ago THRDC applauded the government efforts in Ngorongoro to restore various social services in Ngorongoro division as part of implementing Samia directives in response to recent community protest against destabilization of social services. 

"We commend this step and the initiative taken by the Honorable President to engage directly with the residents of Ngorongoro District,” said Olengurumwa. “For years, the people of Ngorongoro have sought an opportunity to voice their concerns to the Head of State, and we, as human rights defenders, have consistently advocated for such a dialogue, and this engagement is a significant milestone toward resolving the region's complex challenges." 

Ole Ngurumwa noted that earlier efforts made by ministerial delegation to the area, had yielded some positive results, particularly in improving social services in Ngorongoro. However, he emphasized the importance of establishing an independent commission to investigate and provide comprehensive recommendations to resolve the underlying issues.

"We have consistently proposed an independent commission in our reports. While we applaud the current steps, we believe such a commission, if inclusive and impartial, can provide actionable recommendations that safeguard human rights and the dignity of the Ngorongoro residents while aligns with conservation goals," he stated.


The THRDC reiterated the need for stakeholder participation in the proposed commissions, ensuring that solutions balance conservation goals with the rights and livelihoods of the local communities.

"Conservation efforts should not come at the expense of human rights,” added Olengurumwa. “We hope the commissions will embrace a people-centered approach that aligns with human rights principles while protecting the environment."

The Coalition pledged to monitor developments closely, expressing optimism that President Samia’s actions will bring about sustainable solutions that benefit both the people and the environment.

The Coalition remains committed to monitoring developments closely and ensuring that the process delivers fair and lasting solutions for all stakeholders.

"We welcome this initial step and look forward to seeing greater inclusivity and tangible benefits for the residents of Ngorongoro,” concluded Olengurumwa.



The THRDC calls on the government to prioritize active community participation in development planning and implementation to foster mutual understanding and sustainable progress.
